Announcement for 2009

The Centre for Science and Technology of the Non-aligned and Other Developing Countries (NAM S&T Centre) invites applications from deserving scientists and researchers from its member countries and other developing countries for the Joint NAM S&T Centre – ZMT Bremen Fellowship for the year 2009 in the areas of Tropical Coastal Marine Ecology and Biogeochemistry.

The NAM S&T Centre and the Centre for Tropical Marine Ecology (Zentrum für Marine Tropenökologie - ZMT), Bremen, Germany [www.zmt-bremen.de] have taken a joint initiative through this fellowship to provide opportunities to the scientists and researchers from the developing countries to affiliate themselves with ZMT, Bremen to upgrade their research skills and conduct joint research in Tropical Coastal Marine Ecology and Biogeochemistry. Depending on the research topic, the Fellows can also benefit from the ZMT’s association with the Marine Science Institute of Bremen University, Max Plank Institute for Marine Microbiology and the MARUM Research Center in Bremen.

Under this scheme, the Centre will sponsor up to five scientists during the year for short term affiliation at ZMT for a period of up to 3 months. Only one scientist each from a particular developing country can be selected, strictly on a competitive basis based on the applicant’s academic and professional background, the plan of work and the mutual research interests of the applicant and ZMT.

The ZMT will provide a subsistence allowance of €1000 per month to each selected fellow for accommodation, meals and out-of-pocket expenses in Bremen for the duration of the fellowship. NAM S&T Centre will pay the return international airfare from the home country to Bremen, Germany to the selected scientists / researchers only from those member countries of the NAM S&T Centre or members of the NAM S&T – Industry Network, which have no outstanding dues towards the annual membership subscription to the Centre.

Lists of the member countries and the members of the NAM S&T – Industry Network are available in the Centre’s website www.namstct.org. Applications from defaulting member countries and other developing countries, which are not the members of the NAM S&T Centre are also welcome, but in such cases, the sending country or the candidates themselves will have to arrange for their international travel and pay US$500 to the NAM S&T Centre in advance towards its administrative expenses.
Copies of the guidelines for the Fellowship and the application form are attached. Completed applications recommended by the parent institutions of the applicants may be submitted directly to the NAM S&T Centre.

GUIDELINES AND APPLICATION FORM

Background

A Memorandum of Understanding (MOU) was concluded by the NAM S&T Centre [www.namstct.org] with the Centre for Tropical Marine Ecology (Zentrum für Marine Tropenökologie - ZMT), Bremen, Germany [www.zmt-bremen.de] on 1st March 2004 to make use of the networks of the two organizations to foster and promote human resource development, capacity building and scientific research; jointly organize and implement training programmes for young scientists from the developing countries in the field of Marine Sciences; provide mutual assistance for their respective programmes and projects; and facilitate contacts amongst scientific community in developing countries. In pursuance thereof, an international workshop-cum-training course on ‘Coastal Ecosystems: Hazards Management and Rehabilitation’ was organized by the Centre at Purwokerto, Indonesia during 8–17 August 2006. A Fellowship scheme was initiated in 2008 jointly by the NAM S&T Centre and ZMT Bremen for providing opportunities to the scientists from the developing countries to affiliate themselves with ZMT to upgrade their research skills and conduct joint research in Marine Ecology.

Objectives

The objectives of the Joint NAM S&T Centre – ZMT Bremen Fellowship Programme are:

a) To provide opportunities to the scientists and researchers from the developing countries to work with senior researchers and faculty members in ZMT Bremen for upgrading their research skills in the fields related to Ecology and Biogeochemistry of Tropical Coastal Marine Systems.

b) To facilitate the scientists and researchers from the developing countries to undertake short-term joint research projects at ZMT Bremen.

c) To provide a mechanism to the scientists and researchers from the developing countries to use the equipment and facility of ZMT Bremen for their own research activities on mutually agreed terms and conditions.

d) To facilitate exchange of information and contacts and create a network between the scientists and researchers from Germany and other developing countries.

e) Depending on the topic of their research, the Fellows can also benefit from the

ZMT’s association with the MARUM Research Center in Bremen, which brings together the other Marine Science Institutions in the University of Bremen and the Max Plank Institute for Marine Microbiology.
Number of Fellowships

Up to 5 scientists and researchers from the developing countries will be sponsored each year by the NAM S&T Centre to work at ZMT Bremen under the Joint Fellowship Programme. They will be selected strictly on merit and competitive basis.

Duration of Fellowship
The maximum duration of Fellowship will be 3 months.

Eligibility

a) The applicant must hold at least a Master of Science (M.Sc.) or an equivalent degree and should be actively engaged in research and development.

b) There is no upper age limit, but younger scientists will be preferred.

c) Selection is strictly on merit based on the scientific quality of the proposal submitted by the applicant.

d) From a developing country only one scientist / researcher will be accepted in any given financial year.

Financial and Other Terms

a) ZMT Bremen will provide subsistence allowance of € 1000 per month for accommodation, meals and out-of-pocket expenses in Bremen for the duration of the fellowship.

c) ZMT Bremen will provide all possible facilities and access to various equipment in its constituent laboratories that may be required by the Fellows for implementing their research activity under the supervision of one of ZMTs senior scientists.

d) Individual Fellows or their governments / institutions will be required to bear the following costs:

- All expenses in the home country incidental to travel abroad, including expenditure for passport and visa, required medical examinations and vaccinations and miscellaneous expenses such as internal travel to/from the airport of departure in the home country.
- Salary and other related allowances for the Fellows during the Fellowship period.
- Cost towards medical insurance to cover the period of Fellowship in Germany.

e) The NAM S&T Centre and ZMT Bremen will not assume responsibility for the following expenditure in connection with the Fellowship of a particular scientist/researcher:
- Insurance, medical bills or hospitalisation fees.
- Compensation in the event of death, disability or loss of personal belongings or compensation for damage caused by climatic or other conditions.

Submission and Selection of Applications

a) Applications for the fellowship may be submitted in the prescribed format (attached) directly to the NAM S&T Centre and not to ZMT Bremen. Incomplete applications will be rejected.

b) A proposal on the scientific work to be carried out at ZMT Bremen must be attached with the application. To prepare the proposal the applicants may carefully study the material available on the website of ZMT Bremen [www.zmt-bremen.de] and then, if necessary, get in touch with the ZMT at: [email protected] .

c) Five applicants will be selected each year out of all the applications received based on the professional details supplied and the Plan of Work submitted by the applicants.

d) In matter of selection, the decision of the NAM S&T Centre and ZMT Bremen shall be final.
