National Seminar on Forestry Clean Development Mechanism (CDM)

The Clean Development Mechanism (CDM) is the only mechanism applicable to developing countries, where carbon budget could be traded with developed countries. Hence, this seminar is organized to increase awareness on forestry CDM and possible projects that would be generated.

INTRODUCTION

The United Nations Framework Convention on Climate Change (UNFCCC) came into force aimed at stabilizing atmospheric concentrations of greenhouse gases at a level that would prevent human-induced actions from leading to dangerous interference with climatic system. Under the Kyoto Protocol which became effective in 2005, country targets for reduction of green house gases emissions had been set for developed countries.

The Clean Development Mechanism (CDM) is the only mechanism applicable to developing countries, where carbon budget could be traded with developed countries. Under the CDM mechanism, the so-called resulting certified emission (CERs) may be used to help Annex I Parties meet theirs target reduction

Forestry project leading to a removal of green house gases from the atmosphere are eligible under the CDM. Forestry projects are only limited to afforestation and reforestation only, while avoided deforestation and forest management are not eligible. Due to the late international agreement on modalities and procedures, the forestry CDM lags behind other sector s such as energy.

Hence, this seminar is organized to increase awareness on forestry CDM and possible projects that would be generated. In addition, the Seminar aims to develop a roadmap for forestry CDM activities through the panel discussion.

OBJECTIVES

• To share current status and development in forestry CDM amongst its stakeholders and work towards developing guidelines, roadmaps and other priorities in developing forestry CDM in Malaysia

• To develop and strengthen networks and strategic alliances to encourage active participation of all stakeholders in forestry CDM projects.
