Board changes at the Agency for Science, Technology & Research and Competition Commission of Singapore

The Ministry of Trade and Industry (MTI) today announced board appointment changes at the Agency for Science, Technology & Research (A*STAR) and the Competition Commission of Singapore (CCS).

New Appointments

2. MTI has appointed one new member to the Board of A*STAR and three new members to the Board of CCS. These appointments will take effect from 1 August 2016.

3. Professor Quek Tong Boon, former Chief Defence Scientist at MINDEF, will step down from the A*STAR Board upon the completion of his term on 31 July 2016.

Annex A

A*STAR - New Board Member

Mr Quek Gim Pew (郭锦彪)
Chief Defence Scientist, Ministry of Defence

Mr Quek Gim Pew is the Chief Defence Scientist of the Ministry of Defence (MINDEF).

He graduated from the National University of Singapore with a Bachelor of Engineering (1st Class Honours) in Electrical Engineering in 1981, and a Master of Science (Distinction) in Electrical Engineering from the Naval Postgraduate School, USA in 1986.

In his career, he has held various appointments in the defence and technology community including Director of R&D at the Ministry of Defence and the Deputy Chief Executive (Technology) of the Defence Science and Technology Agency Board (DSTA). He was the Chief Executive Officer of DSO from 1 Feb 2004 to 30 June 2016.

He sits on various boards of organisations, institutions and directorship of companies. He is a member of the A*STAR Executive Committee, DSTA, DSO National Laboratories and the Singapore Technologies Engineering Ltd Board. He is also a member of the National Supercomputing Centre Steering Committee, the Governing Board for the Singapore Synchrotron Light Source.

He chairs the Temasek Laboratories at NUS, NTU and SUTD, the TSDI in NUS and the National Cybersecurity R&D Lab.

He is also a Fellow of the Academy of Engineering, Singapore, a Member of the Institute of Leadership in the NUS Faculty of Engineering and an Adjunct Professor in the NUS Department of Electrical and Computer Engineering.

Mr Quek was presented the Defence Technology Prize (Individual) in 1982. He was also conferred the Public Administration Medal (Gold) in 2007 and the NUS Distinguished Engineering Alumni Award in 2014.

Annex B

CCS - New Board Members

Professor Euston Quah (柯仲佑)
Head, Division of Economics, Nanyang Technological University

Professor Euston Quah is the Head, Department of Economics; Deputy Chair, Sustainable Earth Office and Chairman of the Senate Committee on University Policy Matters at NTU. He is also an Adjunct Principal Research Fellow of the Institute of Policy Studies at NUS, the Editor of the Singapore Economic Review, as well as the President of the Economic Society of Singapore.

Professor Quah has published over 100 papers in major internationally refereed journals, such as the World Development, Environment and Planning, Applied Economics, Journal of Economics, Journal of Public Economic Theory, Journal of Environmental Management, Impact Assessment and Project Appraisal, American Journal of Economics and Sociology, Bulletin of Economic Research, European Journal of Law and Economics and International Review of Law and Economics, among others. His work on Cost-Benefit Analysis was published by the Oxford University Press in 2013. In 2014, Professor Quah was elected as President of the Asian Law and Economics Association.

In respect of his industry and entrepreneurial experience, Professor Quah has provided consultancy services, particularly for PricewaterhouseCoopers, Economica (Canada), the World Bank and the Asian Development Bank. He advises the Singapore Government in various Ministries and was a Member of the Economic Strategies Sub-Committee on Energy and the Environment. He also previously served on the Committee of the Fare Review Mechanism of the Ministry of Transport. He presently sits on the Boards of Energy Market Authority, the Energy Studies Institute at NUS, and the Complaints Committee of the Singapore Medical Council in addition to the NTU-National Health Group Ageing Research Evaluations Committee.

Professor Wong Poh Kam (黄宝金)
Professor, NUS School of Business

Professor Wong is a Professor at the NUS School of Business where he teaches entrepreneurship and innovation strategy with a special focus on Asia. He is concurrently the Director of the NUS Entrepreneurship Centre, where he spearheads the university’s experiential entrepreneurship education programme and oversees the NUS Enterprise Incubator which provides incubation space, seed funding, mentorship and network connections to early stage investors for start-ups by NUS students, professors and alumni.

He has published extensively in numerous internationally refereed journals on innovation policy, industrial and competitiveness policy and technology entrepreneurship. He has also consulted widely for international agencies, various government agencies in Singapore and high tech firms in Asia. He was a Fullbright Visiting Scholar at U.C. Berkeley, a visiting scholar at Stanford University, a senior visiting scholar at Oxford University and a Pacific Leadership Fellow at UCSD.

Professor Wong has been an active angel investor in more than a dozen tech start-ups in Silicon Valley, Singapore, China and India. He was the founding chairman of Business Angel Network (Southeast Asia) and Asia Business Angels Forum. He received the Public Administration Medal (Silver) Award in 2013, and the “Entrepreneur for the World” Award (Educator Category) from the World Entrepreneurship Forum in 2015.

Mr Kan Yut Keong (简悦强)
Retired Accountant, PricewaterhouseCoopers

Mr Kan has more than 32 years of experience in professional accounting, corporate finance and consultancy in the Asian region and the United Kingdom (UK).

After graduating from the University of Hull in the UK, with Bachelor of Science in Economics (Honours), he articled with Grant Thompson in London and was subsequently admitted as a chartered accountant of the Institute of Chartered Accountants in England & Wales. He was also admitted as a member of the Institute of Certified Public Accountants of Singapore and the Malaysian Institute of Accountants.

On returning from the UK, Mr Kan joined PricewaterhouseCoopers in Singapore where he built a new business unit to focus on corporate finance activities. In 2002, PricewaterhouseCoopers Corporate Finance Pte. Ltd. was formed arising from the growth of the corporate finance business, a separate business entity. The Corporate Finance Unit was involved mainly in projects ranging from mergers & acquisitions, corporate restructuring, business valuations, financial and market due diligence, private fund raising, initial public offerings and other corporate advisory services such as acting as independent financial advisors. Mr Kan was the Managing Director of the Unit until his retirement from the partnership in June 2014.
