Introduction
Microelectronics, which employs miniaturization in electronic devices, is the core technical activity area with immense applications in almost everything touching our lives. Prosperity and economic future of countries are determined by innovative design, manufacture and ability to use the complex integrated electronic systems. Photonics, which is the science and technology of generating, controlling and detecting photons, has emerged as a separate entity in last 2-3 decades with the invention of the laser and development of optical fibers, photonic crystals, planar wave-guides and other optical elements. It has its applications in light detection, telecommunication, information processing, holography, medical sciences, visual art, robotics, defence etc. Market demands of photonics products are growing very fast worldwide. Nano-electronics, which has resulted from the rapid development of new materials and advanced semiconductor materials, is the area of activity that has gained immense attention within 3-4 years span and is a potential base technology of future products and processes. Microelectronics, photonics and nano-electronics are closely linked technologies and together they play the most leading part in the utilization of science and technology for development.

Microelectronics is one of the priority areas identified by the Centre for Science and Technology of the Non-Aligned and Other Developing Countries (NAM S&T Centre). In past the Centre has organised five international workshops, respectively, at Bangkok, Thailand in August 2000; Da Nang, Vietnam in Nov. 2001; New Delhi, India in Dec. 2002; Cairo, Egypt in Dec. 2003; and Kuala Lumpur, Malaysia in Sep. 2005, which covered digital and analogue electronics design, device fabrication, MEMS technology, nano-technology etc. These workshops generally had a training component involving industry focus and helped the developing countries in formulating their policy for exploiting this area for economic progress.

The NAM S&T Centre now announces with the approval of its Governing Council the organisation of its 6th international workshop–cum-training course on Microelectronics on the theme ‘Micro- and Nano-electronics and Photonics’ during 9-13 April 2007 at Islamabad, Pakistan jointly with the COMSATS Institute of Information Technology and invites nominations from the member countries of the NAM S&T Centre and other developing countries for participation in the same.

Objectives
The objectives of the workshop–cum-training course are to:

• Exchange country specific information regarding Micro- and Nano-electronics and Photonics.
• Acquaint the participants on the current and next generation devices based on micro- and nano-
electronics, opto-electronics, MEMS and other technologies.
• Deliberate on North-South and South-South collaboration to develop this sector in the developing countries.

About NAM S&T Centre
The Centre for Science and Technology of the Non-Aligned and Other Developing Countries (NAM S&T Centre; www.namstct.org) is an inter-governmental organisation with a membership of 40 countries spread over Asia, Africa, Middle East and Latin America. The Centre was set up in 1989 in New Delhi, India in pursuance of recommendations of various NAM Summit meetings for the promotion of science and technology among developing countries. The Centre undertakes a variety of programmes, including organization of workshops, symposiums, meetings and training courses and implementation of collaborative projects and offers short-term research fellowships to the scientists from the developing countries in association with various Centres of Excellence. The Centre also brings out technical books and other scientific publications in different subjects. These activities provide opportunity for scientist–to–scientist contact and interaction; familiarizing participants on the latest developments and techniques in the subject areas; identification of the requirements of training and expert assistance; locating technologies for transfer between the members and other developing countries, dissemination of S&T information etc. The Centre also encourages academic-research-industry interaction in the developing countries through its NAM S&T-Industry Network Programme.

About COMSATS Institute of Information Technology (CIIT)
The Commission on Science and Technology for Sustainable Development in the South (COMSATS; www.comsats.org.pk) is an international organization, aiming at socio-economic uplift of the third world through useful applications of science and technology. Established in October 1994 in Islamabad, Pakistan. COMSATS currently represents 21 developing countries across three continents. The idea of the joint commission of countries in the South originally came from Abdus Salam, the Noble Laureate, in acknowledgement of the increasingly widening gap of knowledge and technology between the North and the South. With its headquarters in Islamabad, Pakistan, one of its main projects COMSATS Institute of Information Technology (CIIT; www.ciit.edu.pk) imparts education to over 8000 students nationwide. It has 5 campuses, respectively, at Islamabad, Lahore, Wah, Abbotabad and Attock. CIIT offers undergraduate and post-graduate level degree programs in Telecom /Computer Engineering Management Sciences, Electronics and Applied Physics. Department of Physics (CIIT Islamabad) is in the process of setting up a world class Nano science Laboratory. With the collaboration of Universities and Institutes (inland and abroad), Dept of Physics is conducting research in the areas of Nanoelectronics (Fabricaion of nanodevices: Electronic and Photonic), Synthesis and Characterization of Nanomaterials, Physics and Chemistry of surfaces etc. The department has also plans to support the industrial sector in these fields.

Workshop Participants
The training workshop has been primarily designed for the specialists and professionals with the relevant scientific background and active involvement in the application of microelectronics, nano-technology and Photonics. The participants may be from the government departments, academic and research institutions, private sectors and manufacturers from the member countries of the NAM S&T Centre and other developing countries.

The selection of the participants will be strictly based on merit and the quality of the resume of the presentation material to be submitted along with the completed Nomination Form. A pre-condition for participation in the training workshop is that the participants must submit the final manuscript of their papers at least a fortnight before the commencement of the workshop.

English is the official language of the training workshop.

Resource Persons
The resource persons for the training workshop will comprise eminent specialists and technologists from COMSATS-IIT and other agencies in Pakistan as well as other countries.

Workshop Venue
The training workshop will be held at Islamabad, Pakistan.

Paper presentation
All the participants are expected to present a Country Status Report covering various aspects of the development of Micro- and Nano-electronics and Photonics and application and plans in this direction in their respective countries. Scientific/research articles on the related topics will also be welcome.

Publication of Proceedings of the Workshop
The proceedings of the training workshop, including the country status reports and scientific/research papers presented will be brought out by the NAM S&T Centre in the form of a publication. Therefore all person desirous of attending this event are required to submit the extended abstracts of their presentations along with the completed nomination form. The nominees finally selected to attend the workshop will be required to submit the full manuscript of their papers as per the Centre’s prescribed guidelines at least 15 days before the commencement of the workshop i.e. by March 23, 2007

Financial Arrangement for Travel
This is being conveyed separately to each member country of the NAM S&T Centre and other developing countries.

Submission of Nominations
The scientists and experts desirous of participating in the training workshop are required to submit their completed nomination forms directly to the NAM S&T Centre as early as possible, but latest by March 01, 2007. The form should be completed in all respects and no column should be left blank. An extended abstract of the paper to be presented in the workshop should be enclosed with the nomination form.

The prospective participants from Pakistan may however send their application only to COMSATS-IIT.

Local Hospitality, travel etc. within Pakistan
Local hospitality including accommodation, meals and local transport for the participants will be arranged by COMSATS-IIT for the period 08 - 14 April 2007 i.e. one day before and one day after the completion of the workshop-cum-training course. The participants will have to make their own arrangements of stay beyond these dates and therefore they are requested to book their flights accordingly.

The Voltage is 220V, 50Hz.
Currency: The Pakistani Currency is Rupees (Rs). The current exchange rate is approx. PRs.62 per US$.
Climate: It is very pleasant during the month of April in Islamabad. The temperature range during this month is ~20oC to 35oC.The first half of April is normally sunny. However scattered clouds may be expected during this period. With Margalla hills in the background the city exhibits beautiful scene during this season.
People and Culture: Islamabad is a beautiful planned Capital city of Pakistan. People around are educated, friendly and well behaved. Common language spoken here is Urdu, however majority of people do understand and speak English. All popular cellular phone companies have established mobile services in almost all major populated areas of Pakistan. Visa and Master cards are accepted at majority of shops and supermarkets of Islamabad.
Rawalpindi is the adjoining city of Islamabad and reveals traditional culture of Pakistan. Near to twin cities (about 15Km) of Islamabad Rawalpindi are ruins of Gandahara civilizations at present Taxila City. There is a blend of old and modern civilization around.

Immigration & Health:
Each visitor must be in possession of a current passport or any other internationally recognized travel document and a valid visa for entry into Pakistan. Passport must have a period of validity of at least six months beyond the time of stay allowed in Pakistan. The Pakistani Embassy located in the country of participants should be approached for obtaining an entry visa.
Participants of the workshop from yellow fever endemic countries must ensure that they obtain a Vaccination Certificate before arrival in Pakistan

Note
- Individual participants or their governments / institutions will be required to bear the following costs:
- All expenses in the home country incidental to travel abroad, including expenditure for passport and visa, required medical examinations and vaccinations and miscellaneous expenses such as internal travel to/from the airport of departure in the home country.
- Salary and other related allowances for the participants during the workshop.
- Cost of medical insurance to cover the period of their participation in the workshop in Pakistan.

The organisers will not assume responsibility for the following expenditure in connection with the participant’s attendance in the Workshop:
- Insurance, medical bills or hospitalisation fees.
- Compensation in the event of death, disability or illness of participants.
- Loss of personal belongings or compensation for damage caused by climatic or other conditions.
- Travel or other costs incurred by the dependents, who might accompany the participants.
