Two A*STAR I²R scientists conferred prestigious IEEE Fellow status

A total of three I²R scientists have been conferred IEEE fellow status since 2002

Dr. Susanto Rahardja and Dr Liang Ying Chang of A*STAR’s Institute for Infocomm Research (I2R) have been recognized for their efforts in research by the Institution of Electrical and Electronics Engineers (IEEE) to the status of `IEEE Fellow’, the highest honor to be bestowed by IEEE.

The IEEE Grade of Fellow is conferred by the IEEE Board of Directors upon a person with an outstanding record of accomplishments in any of the IEEE fields of interest. The total number selected in any one year cannot exceed one-tenth of one- percent of the total voting membership. IEEE Fellow is the highest grade of membership and is recognized by the technical community as a prestigious honor and an important career achievement. 321 individuals have been elevated to IEEE Fellow for 2011.

Dr. Susanto Rahardja, who is Head of the Signal Department cum Director (Research) at I2R, is being recognized for contributions to leadership in digital audio and signal processing while Dr. Liang, who is a Senior Scientist in the Modulation and Coding Department, recognized for contributions to cognitive radio communications. The promotions take effect from 2011. Additional information on Dr. Susanto and Dr. Liang and their scientific contributions is available in Annex A and B respectively.

Prof Lye Kin Mun, Executive Director, Institute for Infocomm Research (I²R), said, “We are very proud that our researchers have been selected to receive such a rare and high honor by their peers. These awards bear testimony to the outstanding and high impact R&D work that I²R staff are committed to doing and will greatly improve the opportunities to translate our work into positive economic impact.“

Prior to these latest additions, there were 20 IEEE fellows based in Singapore. In the Asia region, only 19.4% of nominees are elevated to IEEE Fellow status as of 2010. There are more than 395,000 IEEE members in over 160 countries around the world.

Annex A

Dr. Susanto Rahardja

Dr. Susanto Rahardja (Ph.D. 1997, M.Eng. 1993, B.Eng. 1991) is an electrical engineer who does research in the area of signal processing and interactive digital media, in which he has published over 250 internationally refereed journal and conference papers.

He was the recipient of numerous awards:
• IEE Hartree Premium Award in 2002
• Tan Kah Kee Young Inventor’s Award (GOLD) in 2003
• Spring Standards Council Award in 2006
• National Technology Award in 2007
• A*STAR Most Inspiring Mentor Award in 2008
• I2R Achiever of the Year Award (Research) in 2010

Among his technical achievements, he contributed a series of technologies for scalable to lossless audio compression and lossless coding which are patented, adopted and published as normative international standards in ISO/IEC 14496-3:2005/Amd.3:2006 and ISO/IEC 14496-3:2005/Amd.2:2006 respectively.

Dr Rahardja has served in several boards, advisory and technical committee in various ACM, APSIPA, IEEE and SPIE professional activities in the area of multimedia, which includes chairing of at least one international conferences in each of the abovementioned professional associations.

In addition, he is a Council member of National IT Standards Committee in Singapore, President of ACM SIGGRAPH Singapore Chapter (SSC) and Southeast Asia Graphics (SEAGRAPH) society as well as Board of Governor for APSIPA association.

He is currently serving as Associate Editors for IEEE Transactions on Audio, Speech and Language Processing, the Elsevier Journal of Visual Communication and Image Representation, and IEEE Transactions on Multimedia. Currently, at Institute for Infocomm Research, he is the Director of Research, Head of Signal Processing Department and a Principal Scientist. He is a member of the Management Board of Interactive Digital Media Institute, National University of Singapore and a Scientific Advisor of Faculty of Computer Science, Prince of Songkla University, Thailand.

In 2011, Dr Rahardja is a Fellow of IEEE.

Annex B

Dr. Liang Ying Chang

Dr. Liang Ying Chang has made significant contributions to the filed of cognitive radio networking and communications, particularly in spectrum sensing, sensing-access tradeoff design and multi-antenna solutions for dynamic spectrum sharing. His outstanding accomplishments have a lasting impact on both academia in the communications field, due to highly-cited publications, and the wireless industry, through the licensing and adoption of the cognitive radio technology.
His nomination for promotion to IEEE Fellow took into consideration his following contributions:

1. Dr. Liang pioneered the study of joint design of spectrum sensing and spectrum access, which answers the most fundamental question related to cognitive radio design, i.e., how much time is needed for spectrum sensing? The study has been widely adopted by the community to design the sensing time and medium access control (MAC) structures for various types of cognitive radio networks.
2. Dr. Liang and his co-authors have developed various proven schemes workable in stringent environments set by Federal Communications Commission (FCC) and IEEE802.22 group. These solutions are vital to the success of dynamic spectrum access technology due to the requirement to primary user protection.
3. Dr. Liang pioneered the study of applying multi-antennas for cognitive radio, which increases the degree of freedom for dynamic spectrum sharing. The use of spatial dimension for spectrum sharing has opened up new research directions for both cognitive radio community and conventional multi-antenna community.
4. In cognitive radio, an important requirement from secondary users is to maintain the quality-of-service when the system switches from one frequency band to another. Dr. Liang’s earlier work introduced a low-complexity scheme to estimate the statistical channel of one frequency band from that of another band for multi-antenna systems, which laid a foundation for fast beamforming design for wireless applications requiring band switching, including cognitive radio systems.
5. Dr Liang is a worldwide top expert in cognitive radio. This is evident by his profound role in major international cognitive radio conferences, his frequent talks/speeches in international conferences and leading universities worldwide, as well as his large number of publications in prestigious international journals and conferences. His significant contributions to Singapore’s development has also been well recognized in his 2007 IES (Institute of Engineers Singapore) Prestigious Engineering Achievement Award for his work on Cognitive Radio for IEEE Standards on Wireless Regional Area Networks.
