The regulatory directions of Agentic AI systems and Open-Source AI have become hot topics globally. In light of this, Lingnan University and the University of Bologna in Italy co-hosted the 2nd International Workshop on Technologies for AI Governance (TAIG) from 25 to 26 October, as part of the 28th European Conference on Artificial Intelligence (ECAI 2025). The workshop brought together numerous world-leading experts, academics, and policymakers, aiming to enhance governance in areas such as AI risk assessment, accountability tracking, and safety assurance, and to foster cross-regional exchange on AI governance between Asia and Europe. The two-day event attracted over 150 academics and students.

Ehime University
A research team led by Associate Professor Tomoya Kataoka at Ehime University, in collaboration with Yachiyo Engineering Co., Ltd., Nippon Koei Co., Ltd., and Wageningen University’s Associate Professor Tim van Emmerik, has developed AI software using deep learning to detect, classify, and track plastics flowing in rivers. The system automatically estimates transport volumes from video data, supporting continuous monitoring and advancing understanding of land-to-sea plastic transport. The findings appear in Water Research.

This innovation overcomes the complexity and hazards of previous methods, paving the way for new applications in boron neutron capture therapy (BNCT), three-dimensional aromatic materials, and bioisosteric drug design.

Researchers at The University of Osaka discovered that the protein TMEM217 is essential for sperm motility and male fertility. TMEM217 stabilizes a protein complex that produces the signaling molecule cAMP, which powers the sperm’s tail. Mice lacking TMEM217 have immotile sperm, but treating the sperm with a cAMP-like molecule restored motility and fertility via IVF. This finding opens doors for new diagnostics and therapies for male infertility.

Researchers from The University of Osaka in collaboration with Baylor College of Medicine have developed a new therapy for a severe form of male infertility called non-obstructive azoospermia (NOA). Using lipid nanoparticles (LNPs) to deliver specific mRNA into the testes of infertile mice, they were able to restart sperm production. The sperm produced were then used in intracytoplasmic sperm injection (ICSI) to successfully generate healthy and fertile offspring. The findings provide a crucial proof-of-concept for treating male infertility caused by genetic defects.

Dr Tong Hao, Postdoctoral Fellow of the Division of Artificial Intelligence of the School of Data Science at Lingnan University, has developed an Intelligent Vehicle Routing Optimisation System capable of dynamically simulating traffic conditions and task variations to show the most efficient routes for vehicle fleets when faced with sudden congestion or additional deliveries, so as to maximise operational efficiency. His dissertation Advancing optimization and evaluation for dynamic capacitated arc routing problems is the only research project worldwide to receive the 2026 IEEE Computational Intelligence Society Outstanding PhD Dissertation Award.

Giants in history

Turkish astrophysicist Dilhan Eryurt (29 November 1926 – 13 September 2012) conducted research on how the sun affects environmental conditions on the moon.
Bacharuddin Jusuf Habibie (25 June 1936 – 11 September 2019) was an Indonesian engineer who was President of Indonesia from 1998 to 1999.
Physicist Narinder Singh Kapany (31 October 1926 – 4 December 2020) pioneered the use of optical fibres to transmit images, and founded several optical technology companies. Born in Punjab, India, he worked at a local optical instruments factory before moving to London for PhD studies at Imperial College. There, he devised a flexible fibrescope to convey images along bundles of glass fibres.
Sir Mokshagundam Srinivasa Shastry Vishveshwarayya (15 September 1860 – 14 April 1962) is widely regarded as India’s most outstanding engineer. In a career that spanned almost his entire life, Vishveshwarayya played a pivotal role in several engineering projects, including designing the Krishnarajasagara dam that is still the source of irrigation and drinking water for parts of Karnataka today.
Fazlur Rahman Khan (3 April 1929 – 27 March 1982) was a Bangladeshi-American structural engineer and architect who invented the tube principle, which formed the basis for modern skyscraper design.
A Japanese surgeon, Tetsuzo Akutsu (20 August 1922 – 9 August 2007) built the first artificial heart capable of keeping an animal alive.
Lin Lanying (7 February 1918 – 4 March 2003) was a Chinese material engineer remembered for her contributions to the field of semiconductor and aerospace materials. Lanying was born into a family who did not believe in educating girls and she was not allowed to go to school.
